Best Web Accessibility Software: 10 Tools Rated by Use Case [2026]

The best web accessibility software depends on one question: do you need to find problems or fix them? The ten tools below are rated against the same six criteria and grouped by the job each does best — developer integration, free page checking, enterprise governance, managed programs, and source-code fixes. No tool here does all six well, and any list claiming otherwise is selling something.

Last updated: September 26, 2026. TestParty competes in this market. This comparison uses public information and cited sources; evaluate all options against your own requirements.

Key numbers: 95.9% of the top one million home pages had detectable WCAG failures in 2026, averaging 56 errors per page (WebAIM Million 2026). WCAG 2.2 contains 86 success criteria, 55 at Level A and AA (W3C). Automated engines detect roughly 60–70% of real issues; the rest needs human review (TestParty data). Plaintiffs filed 3,117 federal website accessibility lawsuits in 2025, up 27% over 2024 (Seyfarth Shaw). TestParty has remediated 35 million-plus accessibility issues, as of August 2026.

How should you evaluate web accessibility software?

Evaluate accessibility software on six criteria: what it detects, whether it changes anything, WCAG 2.2 coverage, whether human testing is included, the documentation it produces, and pricing transparency.

  1. Detects vs. fixes. The dividing line in this market: eight of the ten tools below report findings and modify no code.
  2. WCAG 2.2 coverage. Automated rules map cleanly to perhaps a third of the 55 Level A/AA criteria. Ask which criteria a tool evaluates, not how many rules it runs.
  3. Manual-testing component. Focus order, error messaging, and alt-text quality are judgment calls. A few vendors include expert review; most sell it separately.
  4. Documentation output. After a demand letter, your attorney needs date-stamped scans, scope notes, and a remediation record — not a dashboard screenshot.
  5. Pricing transparency. Published tiers let you budget; quote-only pricing slows procurement. Our questions to ask an accessibility vendor cover what to force into writing.
  6. Fit. A four-person Shopify team and a 40,000-page university are not the same buyer.

The 10 best web accessibility software tools, rated

These ten are grouped by the job each does best, not ranked against one another; a free extension and a managed enterprise program cannot share a scoreboard. Ratings use words, not numeric scores: a decimal implies precision nobody here can measure.

1. axe DevTools — best for dev-team integration

Deque's extension wraps axe-core, the open-source engine behind Lighthouse and many commercial scanners. It shines inside the development loop: test a component, fail a build on new violations, catch regressions before release. Honest limit: it evaluates only the page state in front of it, so single-page apps need scripted coverage of every route and modal. Pricing pattern: free extension; Pro seats listed at roughly $40–$50 per user per month across vendor and reseller listings as of August 2026.

Rated: Detection excellent · Fixes none · WCAG 2.2 machine-testable criteria only · Manual testing no · Docs developer-grade · Pricing transparent.

2. WAVE — best free page checker

WAVE, from the nonprofit WebAIM, renders errors as icons on the page you are testing — the fastest way to see what is broken and why. It is what we hand non-engineers first. Limits: one page at a time, no crawling, no workflow, and its "alerts" require human interpretation. Pricing: online tool and extensions free; the WAVE API sells in low-cost credit blocks, listed as of August 2026.

Rated: Detection strong · Fixes none · WCAG 2.2 automated subset · Manual testing no · Docs basic exports · Free.

3. Google Lighthouse — best built-in baseline

Lighthouse ships inside every Chrome browser and scores accessibility from 0 to 100 using a subset of axe-core rules. Where it shines: zero setup, an easy CI budget, a number executives understand. Where it misleads: a score of 100 does not mean WCAG conformance, and teams treating it as a finish line stop where the hard criteria begin. Pricing: free.

Rated: Detection moderate · Fixes none · WCAG 2.2 narrow subset · Manual testing no · Docs score reports only · Free.

4. Accessibility Insights — best free guided manual testing

Microsoft's Accessibility Insights is the most underused tool here. FastPass runs automated checks, but Assessment mode is the real value: a structured walkthrough of the criteria machines cannot judge, recording pass/fail evidence as you go. Limits: it produces a testing record, not a legal deliverable, and a full assessment takes hours per template. Pricing: free and open source.

Rated: Detection strong · Fixes none · WCAG 2.2 best free coverage when Assessment is completed · Manual testing structured, included · Docs solid evidence trail · Free.

5. IBM Equal Access Accessibility Checker — best open-source alternative rules engine

IBM's checker ships as a browser extension plus an npm package for CI, running IBM's own rule set rather than axe-core. That independence is the point: a second engine surfaces findings the first ranks differently — useful when validating a vendor's report. Limits: a smaller community than axe-core, terminology that maps to IBM's requirements before WCAG language, and no services layer. Pricing: free and open source.

Rated: Detection strong · Fixes none · WCAG 2.2 broad automated rule set · Manual testing no · Docs JSON and HTML reports · Free.

6. Deque axe suite — best for training plus tooling depth

Beyond the free extension, Deque sells axe DevTools Pro, axe Auditor for structured manual testing, axe Monitor for sitewide scanning, and Deque University training. In our assessment it is the strongest option for organizations building accessibility capability in-house. Limit: it is a toolkit, not a service — someone on your team still writes every fix. Pricing pattern: free core tools; enterprise packages quote-based, with procurement marketplaces listing low-to-mid five-figure annual contracts as of August 2026.

Rated: Detection excellent · Fixes none · WCAG 2.2 automated plus guided manual · Manual testing via axe Auditor · Docs audit-grade · Pricing partly published.

7. Siteimprove — best for governance breadth

Siteimprove crawls whole sites on a schedule and reports accessibility alongside SEO, content quality, and analytics in one dashboard with role-based task assignment. It fits universities, government, and multi-brand organizations whose hard problem is coordinating content owners. Limits: accessibility is one module of a broader suite, so you pay for breadth you may not need, and nothing repairs code. Pricing pattern: quote-based, with third-party listings reporting five-figure annual contracts as of August 2026.

Rated: Detection strong at scale · Fixes none · WCAG 2.2 automated subset plus workflow · Manual testing sold as services · Docs reporting-grade · Pricing quote-only.

8. Level Access — best for enterprise programs

Level Access pairs a testing and monitoring platform with audits, training, legal support, and — since acquiring UserWay in 2024 — an overlay widget line. For a large organization wanting one accountable vendor, that breadth is the argument. Limit: one vendor selling both source-level auditing and a JavaScript overlay creates a mixed message buyers should ask about directly. Pricing pattern: quote-based subscriptions, reported in the five figures annually as of August 2026.

Rated: Detection strong · Fixes via services · WCAG 2.2 broad, with human audit · Manual testing in service tiers · Docs audit-grade, VPATs · Pricing quote-only.

9. TestParty — best for source-code remediation on ecommerce

TestParty fixes WCAG violations in the underlying code — HTML, CSS, JavaScript, and Liquid templates — and delivers them as pull requests rather than a findings list. Initial remediation runs 14 days, followed by daily AI scans and monthly expert manual audits with date-stamped reports; customers typically spend 15–30 minutes a month reviewing PRs. In TestParty's audits of Shopify stores we routinely find 30–100 violations on a stock Dawn theme and 100–350 on premium themes. Who it is not for: teams that only need detection (Deque's tooling is stronger), organizations governing hundreds of non-ecommerce properties (Siteimprove or Level Access fit better), and anyone wanting a cheap checkbox widget. Pricing pattern: free scanner app; remediation scoped per store.

Rated: Detection strong · Fixes yes, at the source · WCAG 2.2 60–70% automated plus monthly manual review · Manual testing included monthly · Docs date-stamped reports · Fit narrow by design.

10. UsableNet AQA — best for managed enterprise retail

UsableNet combines its AQA testing platform with managed remediation services and a long track record in large retail and travel accounts. Where it shines: enterprises that want a program run for them, with human testers and SLAs rather than a dashboard to staff. Limits: it is the least self-service option here, remediation moves on a service cadence rather than your CI pipeline, and small merchants are not the fit. Pricing pattern: quote-based, five-figure annual programs reported as of August 2026.

Rated: Detection strong, includes human testing · Fixes via managed service · WCAG 2.2 broad · Manual testing central · Docs audit-grade · Pricing quote-only.

Why no overlay widget appears as a "best" pick

No overlay is listed above because, in our assessment, overlays are usability layers, not compliance software: they adjust presentation in the browser while the WCAG failures remain in the source code.

That view is widely held among practitioners — more than 800 have signed the Overlay Fact Sheet, which states that overlays do not repair the underlying problems with inaccessible websites. The record matters too: in April 2025 the FTC finalized a $1 million order and 20-year consent decree against accessiBe specifically, over marketing claims about its widget. And based on TestParty's analysis of Court Listener public records, more than 1,000 businesses with widgets installed were named in accessibility lawsuits in 2024. Overlays can help some visitors; they answer a different question than the software above.

How do you shortlist accessibility software for your situation?

Shortlist by constraint, not feature count: budget, engineering capacity, and whether anyone on staff can act on findings decide this faster than any comparison table.

  • No budget yet. Run WAVE on your five highest-traffic templates, then complete one Accessibility Insights assessment — that combination costs nothing and beats most paid scans. Our roundup of how the free accessibility checkers stack up goes deeper.
  • Engineering team, no accessibility specialist. Put axe-core in CI, add axe DevTools locally, and book recurring manual testing — automation stops near 60–70% of real issues in TestParty's detection work.
  • Ecommerce brand with a demand letter or an EAA deadline. You need code changed, not charted — compare approaches in our guide to fixing WCAG issues in the source code.
  • Many sites, many content owners. A governance platform earns its cost in coordination.
  • Already remediated once. Buy monitoring next, because every deploy reintroduces risk — see why accessibility fixes decay.

Frequently Asked Questions

What is the best free web accessibility software? For most teams, WAVE plus Accessibility Insights. WAVE explains failures visually on a single page, making it the better learning tool; Accessibility Insights adds a guided assessment covering criteria automation cannot judge. Lighthouse and IBM Equal Access are useful second opinions. All four are genuinely free, and none fixes anything.

Can accessibility software make a website compliant on its own? No. Software finds issues and, with remediation platforms, changes code — but conformance is a property of your site on a given date, verified by testing that includes humans. Automated engines detect roughly 60–70% of real issues, so any vendor promising compliance from a scan alone is overstating the technology.

What is the difference between accessibility testing and remediation software? Testing software reports violations; remediation software changes the code causing them. Eight of the ten rated above are testing tools. The distinction matters most after a demand letter, when the question is not what is broken but what was repaired, when, and with what evidence.

How much does web accessibility software cost? Free at the scanner end, roughly $40–$50 per user per month for developer seats, and quote-based five-figure annual contracts for enterprise platforms and managed programs, per vendor and third-party listings as of August 2026. Budget separately for engineering hours — usually the larger line.

Does enterprise software test better than free tools? Not on raw detection. Enterprise platforms typically run the same open-source engines and hit the same automated ceiling; what you buy is crawling at scale, workflow, role-based assignment, historical reporting, and human auditors. With five templates and one developer, free tools test just as well.
